Both those numbers could look like the one axs posted, but I'm afraid his number is useless unless he can make it out without a doubt.

What kind of ink is it? If it's standard ball-point or rubber-stamp ink, you could try lightly rubbing it with a cotton swab that's dampened (wring it out after dipping) with isopropyl ("rubbing") alcohol. It shouldn't affect the original offset printing on the label (although, "at your own risk" applies, just in case

).

The last two digits before the "[3]" can be one of the following: (according to this thread)

You don't need to. If you look closely, you can see that by changing the last two digits, the control digit will be 3 once in every 13, with some exceptions.
