Y'know reading the text in the magazine article with Virtual fishing, it doesn't mention anywhere its a NA version, in fact it says:

'recently they netted a rare Japanese specimen called Virtual Fishing for the Virtual Boy'

So as I see it an NA version isn't out there.

He's selling it for less than I am when you work out the exchange rate, $10 is about £6.70, I charge £7, also the postage charge will be less, so if you live in the US and need a kit I'd say go for it.

Hi Egg, welcome to a really great little VB community.
First off, I'd recommend getting yourself a Flashboy and then you can play all the cool homebrew and the few unreleased gems that are around this way, you can also check out the retail games as some are a little on the costly side and not actually worth playing anyway other than for novelty value.
